Accessibility evidence your procurement file can stand on
Public bodies fall under the European Accessibility Act directly. Conforma gives you the continuous monitoring and the EN 301 549 conformance report behind your own accessibility statement — bought the way a public body has to buy: on invoice, with a purchase order, in tender or by direct award.
Three routes, one supplier
You do not have to fit us into a card-payment subscription. Pick the route your spending rules allow and we produce the paperwork to match.
Open tender
Entering a public tender or an RFP? We supply the accessibility and security section ready to attach — conformance approach, evidence samples, DPA and the supplier facts below — and answer clarification questions during the period.
Direct award
Below the tender threshold you can award directly. Send the sites and page volume, receive a formal quote with VAT and a validity date, accept it, and we invoice against your purchase order.
Framework / DPS
Buying through a framework or a dynamic purchasing system? We contract as a sub-supplier and bill per call-off, with the same evidence pack per site and a page quota sized to your estate.
Evidence, not a badge
Nothing here certifies compliance — that stays your declaration. What you get is the audit trail underneath it, in a form an auditor and a citizen complaint can both be answered with.
EN 301 549 conformance report
A clause-by-clause conformance report — the EU counterpart of a VPAT — combining the automated findings with your signed manual checklist, in the language of your statement.
Continuous monitoring
Scheduled scans with a regression trail, so the statement you publish keeps matching the site behind it and a fix that comes back is caught.
Sealed evidence pack
Every artefact — reports, raw scanner output, page captures, the signed checklist — sealed with a sha256 manifest as a datable audit trail.
Signed DPA, EU data
A data processing agreement on request, a named sub-processor list, and data that never leaves the EU. No US region is selectable.

What a buyer usually needs to confirm
- Since 28 June 2025 the European Accessibility Act applies to businesses selling to EU consumers — e-commerce, banking and payments, e-books, telecoms, transport ticketing and consumer devices. The laws in play: (1) European Accessibility Act, Directive (EU) 2019/882, for the private sector; (2) Web Accessibility Directive, (EU) 2016/2102, for public-sector bodies; (3) EN 301 549, the harmonised technical standard both reference; (4) WCAG 2.2 AA, the success criteria EN 301 549 points to; plus each country’s own implementation (e.g. the Netherlands’ Tijdelijk besluit digitale toegankelijkheid, Germany’s BFSG and BITV 2.0, France’s RGAA). Microenterprises offering services — fewer than 10 staff and under €2M turnover — are exempt, but those making products are not. This is general information, not legal advice; check your national implementation.
- Yes. Public-sector accounts are billed on invoice, Net 30, against a purchase order number you supply. No card is held and no subscription is charged automatically.
- All prices exclude VAT. For a body in the EU outside the Netherlands with a valid VAT identification number, the reverse-charge mechanism applies and the invoice is issued without VAT; otherwise Dutch VAT is added.
- No, and we will not word it as one. Conforma produces the evidence — mapped findings, a conformance report and a sealed audit trail — behind the accessibility statement you publish and remain responsible for.
- On request, before onboarding. The DPA names the sub-processors and the security measures, and all processing stays inside the EU.
- Yes. Beyond the self-serve plans a public body gets a custom contract — a page quota sized to your estate, invoice billing and an SLA. Send the number of sites and pages and we quote it.
- Yes. The EAA reaches any organisation selling into the EU, wherever it is based. Beyond that, most markets have their own accessibility law — the United States (Section 508, and the ADA with a 2024 rule requiring WCAG 2.1 AA for state and local government), the United Kingdom, Norway, Canada and Australia among them — and Turkey applies EN 301 549 to its public sector. WCAG 2.x AA and EN 301 549 are the shared baseline, so the same evidence pack carries across all of them.
